With more than 20 years of experience in the public, private, and non-profit sectors, John was appointed by President Trump as Acting Assistant Secretary for Community Planning and Development at HUD under Secretary Ben Carson, where he oversaw an annual budget of $8 billion to help fight homelessness and expand economic opportunity. He also led the successful deployment of more than $9 billion in CARES Act funds in response to coronavirus, making sure families got the help they needed to put food on the table during the pandemic.

John was nominated by President Trump to be the Director of the Office of Personnel Management. He was also appointed by the 45th President to serve on the 1776 Commission, where he fought Critical Race Theory and similar extremist ideologies by helping communities focus educational curricula on the founding documents and principles rather than divisive identity politics.

Before government service, John used his complete fluency in Japanese to serve in Christian missions in Japan, where he helped churches reach the vulnerable using technology, and deployed homeless outreach strategies for Japanese churches. Prior to his service in Japan, John worked as a software developer in Silicon Valley on cybersecurity products at Symantec, and on the first version of the iPhone at Apple.

Gibbs is a Michigan native, the grandson of Black sharecroppers from the deep south, and the first in his family to attend college – a life journey which exemplifies the opportunity our great nation provides. He holds a B.S. in Computer Science from Stanford University, and a Master in Public Administration from the Harvard University Kennedy School of Government.

Issues

America is much more than just an idea, a creed, or a document. Rather America is her people, and our people are the consciousness of our culture, heritage, language, customs, and faith, which we share in continuity with our forefathers.

The American people are precious, unique among the world, and have a fundamental right to exist. Yet for too long our government has put every kind of special interest ahead of what’s best for the American people. We must re-center and re-calibrate our government so that it is once again responsive to the needs of the majority of the American population.

Democracy & Governance

ELECTION INTEGRITY
After widespread irregularities and statistical anomalies in the 2020 election, millions of Americans are concerned about the security of our elections. Yet the left opposes basic, common sense reforms supported by majorities of Americans in both parties, such as requiring an ID to vote, requiring that signatures on absentee ballots match those on file, and voting on the day of the election instead of many weeks before. Further, the practices of ballot harvesting and mass mailing of ballots to every voter, are far outside of international standards and would be considered corrupt if used in any developing country. We must take urgent, concrete steps to address these issues, starting with a full forensic audit of what happened in 2020.

GOVERNMENT RUN AMOK
Political prisoners are being held in solitary confinement for months on end for misdemeanor crimes. The DOJ is labeling concerned American parents as domestic terrorists. The Joe Biden DOJ amasses lists of tens of millions of gun owners. Career bureaucrats dictate policy outside of the reach of elections. The government must be returned to its rightful position of serving the American people, not lording it over them.

Economy & Jobs

Whether it’s the price of gas, the price of groceries, or empty shelves, inflation is making everything more expensive and less available for Americans, unbearably driving up the cost of living. We must return to the American energy independence pioneered by President Trump, which saved Americans millions at the gas pump, and we must end the reckless inflation eating away at Americans’ hard-earned paychecks.

TAXES
America’s tax burden is punishing on all, and must be reformed so that Americans can keep more of their hard-earned money to start businesses, pursue education, or other activities that will grow our nation, rather than stuff the bureaucratic coffers.

Environment & Energy

Our American heritage is rooted in the outback, where our forefathers carved the greatest cities in the world out of the pristine American wilderness. From the first Appalachian settlements to the taming of the West, our experience in the American wilderness is a vital component of who we are as a people.  Key American traditions such as farming, hunting, recreational shooting, fishing, camping, and horseback riding find their setting in nature.

All of this beauty and what it teaches us are at jeopardy if our American wilderness and open spaces are eroded.

Yet sadly, many on the left are increasingly using environmental concerns as a false pretext to carry out political agendas, with the disastrous “Waters of the United States” EPA policy being just one example. Such schemes must be rejected. Instead we must focus on real environmental issues, such as the consolidation of ownership of American farmland and open spaces into fewer and fewer hands, the contamination of the food supply due to harmful chemicals and additives, and the negative impacts of large-scale immigration on urban sprawl and traffic.

Health & Education

MEDICAL FREEDOM
Aggressive medical mandates violate the sacred American principle of freedom of individual choice, forcing our citizens to make potentially adverse decisions under threat of arrest or losing their livelihood and income. Such choices should always be up to each American alone and never forced by the government or corporations.

HEALTHCARE
American healthcare, while high quality, is simply too expensive. The average cost of an emergency room visit increased by 176% over the past decade. Further, Americans spend more on prescription drugs every year — an average of about $1,200 per person — than anyone else in the world, including routinely paying $10,000 a month for cancer drugs. To reduce costs, our healthcare system must be reformed through deregulation in order to allow more competition and reduce barriers to entry for new players.

EDUCATION
Education should be as local as possible, and should be accountable to parents through elected school board officials. School choice should be encouraged in order to empower parents and increase innovation through competition. Education funding should follow students, rather than automatically feeding into the bureaucracy.

Racist, hateful, or extremist ideologies which rightly violate the sensibilities and values of American parents, such as Critical Race Theory, should be aggressively terminated. I was appointed by President Trump to the 1776 Commission for precisely this purpose, and will continue the fight if elected to Congress.

Human Rights

EQUAL PROTECTION UNDER THE LAW FOR ALL
Just as Americans rightly stand against anti-black discrimination, we must also stand against anti-white discrimination. Diabolical schemes such as Critical Race Theory and similar ideologies, which seek to demonize and blame all white Americans for all the ills of our past, are unfair, hateful, divisive, and often illegal. I will fight for all Americans, regardless of race, ensuring equal protection under the law for everyone. All Americans are entitled to have their Constitutional rights protected.

PROTECTING INNOCENT UNBORN LIVES
The right to act as one chooses does not extend to the taking of another’s innocent life. We must protect the lives of unborn human beings as a top priority. One only knows which future CEO, President, or Pope, may have been born by a mother who contemplated abortion but was compassionately deterred by laws which protect life.

2ND AMENDMENT
What part of “shall not be infringed” do politicians not understand? Our founding fathers understood that a peaceful, heavily armed population was not only a God-given guaranteed human right, but one of the surest safeguards against government tyranny and criminals. This important legacy must be preserved at all costs. This means Nationwide Permitless Concealed Carry, at the bare minimum.

FREE SPEECH
he sacred American right of self-expression is under attack from both government and corporations. Social media conglomerates must be held accountable for denying the right to self-expression for millions of Americans, and politically- and ideologically- motivated government prosecutions targeting its political opponents must end.

Public Safety

LAW, ORDER, & CRIME
Crime increased by record levels in 2020 as peaceful American communities stand at the mercy of local prosecutors, under pressure and funding from liberal activists, who refuse to put violent criminals behind bars where they can’t hurt innocent Americans. Criminals are being let out of prison under a misguided sense of false compassion, putting the Americans in the crosshairs of these dangerous individuals. The totally insane “Defund the Police” movement seeks to neuter our brave law enforcement officers who put their lives on the line every day.  This all must stop.

And while the Joe Biden administration claims that white Americans are the biggest violent threat facing the nation, the reality is quite different. Even though black Americans are only 13 percent of the population, they sadly commit more than 50 percent of all murders; the numbers are similar for almost all other types of crime as well. As a black man, it pains me to say that. But in order to address a problem, we must first be able to talk about it. We must return to evidence-based, time-tested solutions proven to reduce crime, no matter how much the woke mob protests.

IMMIGRATION & SECURE BORDERS

Americans have a diverse heritage of backgrounds from around the world and believe in showing compassion to all. Yet sadly, immigration is now being weaponized as a political tool by the left in order to replenish their voter base, and as a labor exploitation tool by special interests in order to suppress wages.

We Americans have a right to a rational immigration system, through which we the people, not special interests, decide who joins us and under what terms. We have the right to employ all legal means necessary to ensure that, including a wall – the ancient tool successfully used today by our great ally Israel and many other nations to deter illegal immigration.

Further, renewed emphasis must be placed on assimilation. Only those willing to adapt to our culture, customs, and language may be allowed to join us, and it must be continually incumbent upon those already here to do so.

WAR ON TERRORISM
The best way to prevent terrorism is to stop persons from terrorist populations from entering the United States in the first place; a far superior strategy to the one currently in place, which restricts the freedom of Americans, ridiculously treats American grandmothers as potential terrorist threats at airport security, and keeps America entangled in endless foreign wars.

I further oppose what the ‘War on Terror’ has now morphed into – especially the sinister practice of designating American citizens as ‘terrorists’. This punishes those who have not committed a crime and is used as a pretext for the government to go to war against its domestic political enemies. No war of any kind should ever be used as a pretense for the theft of civil liberties.

FOREIGN POLICY
While America must support her key alliances, such as with our close ally Israel, as well as with South Korea, Japan, and others, we must also ensure that all foreign policy benefits the American people. And while we should maintain a strong, cutting edge military as a deterrent, we must also remember that we are called to be peacemakers, a people who find ways to avoid the death and suffering of war whenever possible.

His time in the role was tumultuous, and in February 2024, the county board fired Gibbs, citing gross misconduct.

Early life and education

Gibbs is a native of Lansing, Michigan.[6] He earned a Bachelor of Science degree in computer science from Stanford University and a Master of Public Administration from the Harvard Kennedy School.[7]

Personal life

Gibbs was raised in the Pentecostal faith and served as a missionary in Japan after studying abroad there. Gibbs later converted to Catholicism and attends the Traditional Latin Mass.[8]

Gibbs was employed by Symantec, Palm, and Apple as a software engineer. He worked in Japan for the evangelical Christian ministry WorldVenture for nearly seven years and is fluent in Japanese.[7]

Political commentary

Gibbs is a far-right conspiracy theorist;[9] he has a history of making false, inflammatory, and conspiratorial remarks on his Twitter feed,[4][5] including numerous tweets promoting fringe concepts and figures.[10] On four occasions, he spread the false conspiracy theory that John Podesta, the chairman of Hillary Clinton’s 2016 presidential campaign, took part in a “Satanic ritual,” a claim propagated by far-right bloggers.[4][11] In October 2016, Gibbs defended an alt-right figure who had frequently posted anti-Semitic comments and had been banned from Twitter.[4][11] In early 2016, Gibbs used the term “cucks,” a derogatory word applied by the far-right to attack moderate Republicans; he has also attacked Democrats as the party of “Islam, gender-bending, anti-police.”[4][11] In a July 2020 interview with the Washington Examiner, in response to criticism of his past remarks, he said, “I don’t really see anything to apologize for.”[12] Later, during a Senate testimony, he said, “I regret that it’s unfortunately become an issue.”[13]

Trump administration

After working as a political commentator, Gibbs joined the United States Department of Housing and Urban Development (HUD) as a political appointee and advisor to Secretary Ben Carson.[14] He was a frequent contributor to The Federalist, a right-wing website, and wrote in support of Donald Trump’s 2016 presidential campaign.[15] He endorsed the notion that incoming federal employees should be “loyal” to Trump.[16]

Gibbs did not have housing experience before his appointment to HUD.[14] Gibbs’ first position at HUD was director of the Strong Cities, Strong Communities initiative. By the time Gibbs was appointed, the Trump administration had already shuttered the Obama-era initiative, and so Gibbs never directed the program. In August 2017, Gibbs became a senior adviser in HUD’s Office of the assistant secretary for community planning and development,[11] and then became acting assistant secretary in March 2020, replacing then-Principal Assistant Deputy Secretary David Woll as head of the agency.

In 2020, Trump nominated Gibbs to be director of the Office of Personnel Management, which oversees the federal workforce of about 2.1 million employees and acts as the executive branch’s human resources function.[10][16] During a September 2020 confirmation hearing before the Senate Homeland Security and Government Affairs Committee,[10] Gibbs deflected questions over past conspiracy tweets.[15] Senators in both parties expressed concerns about Gibbs’ fitness to hold office.[16] His nomination was opposed by federal employees’ associations, including the National Treasury Employees Union and Senior Executives Association, which cited Gibbs’ history of inflammatory comments and expressed concerns about his commitment to the merit system.[16]

Gibbs’ nomination was “held over” by the committee in September 2020, meaning that he did not receive a vote.[16] He was never confirmed by the Senate, and his nomination lapsed in January 2021 at the end of the 116th Congress.[17] In the final months of the Trump administration, Trump appointed Gibbs as a member of the administration’s 1776 Commission.[18]

After Trump was defeated in his bid for reelection in 2020, Gibbs promoted Trump’s false claims that the election was “stolen” from him.[19] Gibbs later continued to push election falsehoods while running for a seat in Congress in 2022.[19]

2022 congressional campaign

In November 2021, Gibbs announced his campaign for the U.S. House of Representatives from Michigan’s 3rd congressional district. He ran in the Republican primary election against incumbent congressman Peter Meijer, who was one of ten House Republicans to vote to impeach President Trump over the January 6 United States Capitol attack.[13] Gibbs ran as a far-right candidate.[1][2][3] Trump endorsed Gibbs a few days after he announced his candidacy.[20][21] The district is based in Grand Rapids.[5]

During the Republican primary campaign, Gibbs made his Trump endorsement and support for false election claims the centerpieces of his candidacy. He continued to deny that Joe Biden had been legitimately elected president in 2020,[21][22] and falsely claimed that the 2020 election results were “mathematically impossible”.[23] He criticized Meijer for voting to impeach Trump, as well as for voting for supporting U.S. humanitarian and military aid to Ukraine and for voting in favor of bipartisan gun safety legislation following a gun massacre at an elementary school in Uvalde, Texas.[19]

In the final days of the primary, the Democratic Congressional Campaign Committee bought TV ads designed to raise Gibbs’ profile, believing that Meijer would be the more difficult opponent in the general election.[1][24] On August 2, 2022, Gibbs defeated Meijer in the primary election.[5] Meijer said he would not support Gibbs in the November election.[25]

In September 2022, CNN reported that as a student at Stanford, Gibbs founded a self-described think tank called the Society for the Critique of Feminism. The group’s webpage said that women do not “posess [sic] the characteristics necessary to govern” and that women should not have the right to vote. A spokesperson for the Gibbs campaign responded “Of course, John does not believe that women shouldn’t vote or shouldn’t work.” Gibbs said the site “was made as a satire, of trolling against the liberals on campus.”[26]

In the general election, Democratic nominee Hillary Scholten flipped the district and defeated Gibbs, winning by a margin of 13 points.[19][5][27]

Ottawa County Administrator

In 2022, a new ultraconservative majority was elected to the Ottawa County Board of Commissioners, as part of a slate supported by a group called Ottawa Impact.[28][29] On January 3, 2023, the new commission—led by Chair Joe Moss and Vice Chair Sylvia Rhodea, who co-founded Ottawa Impact—approved a resolution that fired the previous county administrator and immediately hired Gibbs.[30][31]

Gibbs soon came into conflict with county commissioners and employees.[30] In July 2023, the deputy county administrator resigned (effective August 4, 2023), citing a poor working relationship with Gibbs; the deputy wrote in his resignation letter that Gibbs had a “pattern of concerning administrative decisions” and said that Gibbs had not adequately communicated with him or complied with county policies on hiring personnel.[28]

In August 2023, Gibbs hired a new senior executive aide, but refused to reveal the name of the aide to the county commissioners.[32][33] It was later revealed that Gibbs’ new hire was Jordan Epperson, an 23-year-old ultraconservative aide to Michigan legislator Neil Friske, a member of the “Grand New Party” far-right faction of Michigan Republicans.[33][34] Gibbs had sought the creation of a “senior executive aide” in place of an earlier “executive assistant” position; Gibbs narrowly won the county commission’s approval for the upgraded position (which cost an additional $37,000 in compensation) in March 2023.[33] Gibbs argued that he needed an assistant to serve as his “body man” and chief of staff.[33] Emails obtained by the press under Michigan’s freedom-of-information laws show that Gibbs ordered Epperson’s hiring despite objections from other county officials.[33] Gibbs selected Epperson although he had one only one of the five “mandatory criteria” listed in the county’s job posting, picking him over the other finalist, who had two decades’ more experience and more of the required qualifications.[33] The other finalist subsequently sued the county for age discrimination.[30]

In early 2024, several county employees and commissioners alleged serious misconduct by Gibbs. Allegations included that Gibbs had threatened to kill the county’s corporation counsel; that he repeatedly made disparaging and sexual comments about female officials; that Gibbs had created a hostile work environment, including by asking a county employee to bug his office with a hidden camera to record discussions; that Gibbs had disparaged commissioners for their Protestant faith; and that Gibbs was insubordinate to the county commission.[29] Gibbs sought a $630,000 payment from the county in exchange for his resignation.[29] In early February, the Commission voted to remove hiring authority from Gibbs.[30] In a special meeting on February 22, 2024, the Commission voted to place Gibbs on paid administrative leave.[29][30] Through his attorney, Gibbs denied all wrongdoing.[29] On February 29, 2024, the Ottawa County Board voted 10–1 to fire Gibbs, passing a motion to determine that he has “been dishonest, committed gross misconduct, and/or committed willful malfeasance” and thus to terminate his contract for cause.[35]
